Cold Master

Kiborus Fabius of Farland became a vampire in the year 7260 F.R., though his fall began long before the blood of undeath entered his veins. In life, he was a warrior-priest of Heshtail in the Far City, a stern and capable servant of mercy who wore the white vestments of the Healer and spoke often of duty, sacrifice, and the protection of the innocent. Those who knew him believed him devout. Many even called him holy. But beneath the discipline, beneath the prayers, and beneath the healer's calm hands, Kiborus harbored secret hungers. They were not yet deeds, but they were desires, and desires are doors through which the Dark Walker loves to enter.

Vornoth knew what lay hidden in the priest's heart. The Dark Walker delights in many evils, but few please him more than the corruption of the holy, for a saint dragged into darkness is a finer trophy than a villain merely confirmed in his vice. So Vornoth tested Kiborus. He sent a foul spirit to possess him, and under that spirit's control Kiborus abducted and murdered a young girl. In the judgment of men, possession might have seemed an excuse. In the deeper judgment of the soul, it was not. For though the spirit moved his limbs and whispered commands into his mind, Kiborus discovered, in the blackest chamber of his heart, that he enjoyed the deed.

Thus he proved himself. The priest of Heshtail had not merely been overcome by evil; he had recognized evil in himself and welcomed it. Vornoth, seeing this, marked him as a worthy vassal and sent to him an ancient vampire known only as Crimson. No ballad records Crimson's true name, and no temple chronicle dares speculate on it. That vampire came to Kiborus not as a seducer, for the seduction had already been accomplished, but as a collector coming to claim a debt. Crimson remade Kiborus in blood, burying the priest of Heshtail and raising in his place a servant of the Dark Walker.

For many years Kiborus served his maker. He learned the disciplines of undeath: patience, secrecy, domination, and the cold art of turning hunger into policy. But Kiborus had never been made to remain another creature's slave. In time, he slew Crimson, his own creator, and by that act proved that his ambition was as sharp as his cruelty. Freed from the ancient vampire's shadow, Kiborus sought a greater patron and found one in the Dweller in the Vale, that dreadful ruler whose will broods over ice, ruin, and despair.

The Dweller found Kiborus useful, and there are few higher compliments among the servants of darkness. She sent him to Daven, where he worked her will with the patience of a priest and the precision of an assassin. There he slew Dakor V, the then-king of Daven, and personally turned the dread pirate Saithith into the Lord of Gluttony. Kiborus instructed Saithith in the nature of his new undeath, teaching him not merely how to feed, but how to endure, command, conceal weakness, and turn appetite into power. When this work was done, Kiborus departed, leaving behind a kingdom wounded, a king dead, and a new monster enthroned among the Lords of Sin.

At last, at the behest of the Dweller herself, Kiborus took up residence in the Nameless City as its Chancellor. This was no ceremonial office. The Nameless City is a place of ancient malice, conquered memory, and frozen dread, and it does not rule itself. Orcs, Irzuk, undead servitors, spies, priests of darkness, slave-masters, and worse things all move through its broken streets and buried halls. Someone must count the tribute, assign the punishments, hear the petitions, manage the garrisons, suppress rivalries, and make certain that the Dweller's distant will is obeyed even when she gives no command. For centuries, that someone has been Lord Kiborus.

Appearance and Manner

Lord Kiborus appears at first to be an average-looking man, though this impression never lasts long. He has a gleaming bald head and pale, almost polished skin that can pass for human in dim light, though in clear illumination there is something waxen and corpse-like about him. His most remarkable feature is his eyes. They are violet, unnatural in hue, and they glitter with a horrible silver light, as if moonlight had been trapped in a dead thing and made cruel. He rarely displays the fangs that serve him for canines, preferring restraint to theater. Kiborus does not need to bare his teeth to frighten the wise.

He dresses in rich black garments of velvet and fine cloth, cut in a severe and timeless style. At his throat he wears a single diamond, cold and bright, like a frozen tear. At first glance, the effect is almost priestly, and this is no accident. Kiborus has not abandoned the habits of sanctity; he has profaned them. He still carries himself with the poise of a temple superior. He still speaks in measured phrases. He still listens as if hearing confession. But the god he serves now is Vornoth, and the mercy he once praised has curdled into calculation.

Kiborus is polished, mannerly, and exact in speech. He rarely wastes a word and almost never raises his voice. This restraint makes his anger more terrible when it comes. Beneath the cold courtesy lies a fiery temper, sudden and murderous. Those who mistake his discipline for gentleness do not live long enough to correct the error. When Kiborus flies into a rage, the old warrior-priest emerges, but stripped of compassion and armored in undeath. He is swift, brutal, and absolute.

Role in the Nameless City

As Chancellor of the Nameless City, Kiborus is efficient, ruthless, and nearly indispensable. Like all vampires, he is driven by the need to feed, but his will is unusually strong, and he has long since mastered the vulgar desperation of lesser undead. He does not hunt like a starving beast unless he chooses to. The city supplies him with orcs, prisoners, slaves, failed servants, and other wretches whose lives are not valued by their masters. Thus Kiborus is rarely distracted by hunger. His appetites are satisfied, his position is secure, and his mind remains free for governance.

This, more than his fangs, is what makes him dangerous. Many monsters can kill. Kiborus can administer. He can make evil orderly. He can turn cruelty into law, terror into routine, and despair into a functioning civic system. Under his hand, the Nameless City does not collapse into chaos, as such a place might under a mere butcher or warlord. It endures. It collects its tribute. It trains its soldiers. It feeds its dead. It watches its enemies. It waits.

The Dweller's commands are rare, for her purposes are vast, obscure, and seldom explained. She broods in her hideous tower of ice, and whole decades may pass in which her will is known only by hints, silences, and sudden punishments. Kiborus understands this better than most. He does not presume to know her mind. He does not need to. His task is to keep her capital ready for whatever purpose she may one day reveal. In this he has succeeded for centuries, and that success has earned him a place of dread honor among the servants of the Wintervale.

Kiborus Fabius is not the strongest of the Dweller's servants, nor the most openly feared. He is something worse: the hand that keeps the machinery of darkness moving. He was once a healer, sworn to preserve life. Now he preserves a city of death. He was once a priest of mercy. Now he is the careful steward of damnation.

Shapechanger. If Kiborus isn't in sun light or running water, he can use his action to polymorph into a Tiny bat or a Medium cloud of mist, or back into his true form. While in bat form, he can't speak, his walking speed is 5 feet, and he has a flying speed of 30 feet. His statistics, other than his size and speed, are unchanged. Anything he is wearing transforms with him, but nothing he is carrying does. He reverts to his true form if he dies. While in mist form, Kiborus can't take any actions, speak, or manipulate objects. He is weightless, has a flying speed of 20 feet, can hover, and can enter a hostile creature's space and stop there. In addition, if air can pass through a space, the mist can do so without squeezing, and he can't pass through water. He has advantage on Strength, Dexterity, and Constitution saving throws, and he is immune to all nonmagical damage, except the damage he takes from sunlight.

Legendary Resistance (3/Day). If Kiborus fails a saving throw, he can choose to succeed instead.

Misty Escape. When he drops to 0 hit points outside his resting place, Kiborus transforms into a cloud of mist (as in the Shapechanger trait) instead of falling unconscious, provided that he isn't in sunlight or running water. If he can't transform, he is destroyed. While he has 0 hit points in mist form, he can't revert to his vampire form, and he must reach his resting place within 2 hours or be destroyed. Once in his resting place, he reverts to his vampire form. He is then paralyzed until he regains at least 1 hit point. After spending 1 hour in his resting place with 0 hit points, he regains 1 hit point.

Regeneration. Kiborus regains 20 hit points at the start of his turn if he has at least 1 hit point and isn't in sunlight or running water. If Kiborus takes radiant damage or damage from holy water, this trait doesn't function at the start of his next turn.

Spider Climb. Kiborus can climb difficult surfaces, including upside down on ceilings, without needing to make an ability check.

Spellcasting. Kiborus is a 12th-level spellcaster. His spellcasting ability is Wisdom (spell save DC 17, +9 to hit with spell attacks). He has the following cleric spells prepared:
Cantrips (at will): guidance, mending, resistance, sacred flame, thaumaturgy
1st level (4 slots): bane, command, guiding bolt, inflict wounds, sanctuary
2nd level (3 slots): blindness/deafness, hold person, locate object, silence, spiritual weapon
3rd level (3 slots): bestow curse, clairvoyance, dispel magic, protection from energy, spirit guardians, water walk
4th level (3 slots): banishment, freedom of movement, guardian of faith, stoneskin
5th level (2 slot): contagion, flame strike, geas
6th level (1 slot): blade barrier, harm

Vampire Weaknesses. Kiborus has the following flaws:
Forbiddance. Kiborus can't enter a residence without an invitation from one of the occupants.
Harmed by Running Water. Kiborus takes 20 acid damage if he ends his turn in running water.
Stake to the Heart. If a piercing weapon made of wood is driven into Kiborus's heart while Kiborus is incapacitated in his resting place, Kiborus is paralyzed until the stake is removed.
Sunlight Hypersensitivity. Kiborus takes 20 radiant damage when he starts his turn in sunlight. While in sunlight, he has disadvantage on attack rolls and ability checks.

Actions



Multiattack (Vampire Form Only). Kiborus makes two attacks, only one of which can be a bite attack.

Unarmed Strike (Vampire Form Only). Melee Weapon Attack: +9 to hit, reach 5 ft., one creature. Hit: 8 (1d8 + 4) bludgeoning damage plus 3(1d6) cold damage. Instead of dealing damage, Kiborus can grapple the target (escape DC 18).

Bite (Bat or Vampire Form Only). Melee Weapon Attack: +9 to hit, reach 5 ft., one willing creature, or a creature that is grappled by Kiborus, incapacitated, or restrained. Hit: (1d6 + 4) piercing damage plus (3d6) necrotic damage. The target's hit point maximum is reduced by an amount equal to the necrotic damage taken, and Kiborus regains hit points equal to that amount. The reduction lasts until the target finishes a long rest. The target dies if this effect reduces his hit point maximum to 0. A humanoid slain in this way and then buried in the ground rises the following night as a vampire spawn under Kiborus's control.

Charm. Kiborus targets one humanoid he can see within 30 ft. of him. If the target can see Kiborus, the target must succeed on a DC 17 Wisdom saving throw against this magic or be charmed by Kiborus. The charmed target regards Kiborus as a trusted friend to be heeded and protected. Although the target isn't under Kiborus' control, he takes Kiborus' requests or actions in the most favorable way he can, and he is a willing target for Kiborus' bit attack. Each time Kiborus or his companions do anything harmful to the target, he can repeat the saving throw, ending the effect on itself on a success. Otherwise, the effect lasts 24 hours or until Kiborus is destroyed, is on a different plane of existence than the target, or takes a bonus action to end the effect.

Legendary Actions



Legendary Action Uses: 3 (4 in Lair). Immediately after another creature's turn, Kiborus can expend a use to take one of the following actions. He regains all expended uses at the start of each of his turns.

Move. Kiborus moves up to his speed without provoking opportunity attacks.

Unarmed Strike. Kiborus makes one unarmed strike.

Bite (Costs 2 Actions). Kiborus makes one bite attack.

Ice Wall. Kiborus casts wall of ice. He does not have to maintain concentration on this spell; instead it lasts until he creates another ice wall.

Ghost Scream (Costs 2 Actions). A piercing and heart-wrenching scream, from one of the Cold Master’s victims, blasts out. An enemy of Kiborus’ choice within 60 feet of him must make an immediate DC 17 saving throw to maintain concentration on any spells; failure means concentration is lost. When a creature successfully saves against this effect, it can’t be affected by it again until 3 rounds have passed.

Kiborus’ Lair



The Cold Master is usually found in his stronghold in his terrible Iron Citadel in the Nameless City. Only ghosts and other undead haunt the area outside his lair, but if someone spends time within the inner part of the Nameless City, he will be haunted by nightmares about undeath and will gain a craving for raw meat. Inside the citadel, he is guarded by a household force of highly trained oluk shock troops, along with a disciplined legion of hobgoblins who answer only to him.
